It might be the version of AppleWorks, but...

When you say the disk is identified as "ProDOS II", I suspect that it's a
"disk mounter" that's detecting the disk is Apple II ProDOS format and is
placing it directly on the desktop. That makes it appear to be a "native"
disk to the Mac, and so Apple File Exchange won't try to establish ProDOS
to Mac translation protocols.

At least, that seemed to happen with the original Apple II File System
init. The solution in that situation was to pick the source and target
disks in Apple File Exchange, which activated the Mac to Mac menu item.
pull down the Mac to Mac menu, selecting "Text translation...". Instead of
the standard character and tab translation form, you should get a dialog
with a list of translation options, including ProDOS to Mac. Choose it,
and perform the translations as you would from a (foreign) ProDOS disk to
the Mac.

If that doesn't work, it might be the file format (if the AppleWorks
version that created the files is newer than the translator).
