Yes.  There are various refresh methods supported by DRAMs, and as
SIMMs use DRAMs, the same refresh methods apply.  As long as the right
sort of DRAMs are used on the SIMM, they will work fine in the IIgs.

SIMMs used in a Mac Plus are compatible with IIgs SIMM RAM cards.  I
used several 256KB SIMMs from a Mac in my OctoRAM (many years ago).
