FAX/Modem speeds

I have a question that I am hoping someone will be able to enlighten me with an answer
which makes sense.
Why is it that several FAX/Modems have two different speeds (i.e. 9600 FAX and 2400
Modem).
I always thought that data traveled over the phone lines as ones and zeros.  If this
is true, I can't think of why you would be able to FAX a letter faster than you could 
send the same letter via email.
Does anyone know the answer to this?
