Not a lot, except sharing LocalTalk networked printers.  There isn't
any file sharing server software for the IIgs or for PCs.  You need a
Mac if you want a file server.

No idea - I've never really looked into PC LocalTalk interfaces.

Apple made a PC card many many moons ago which included all of the
necessary software to provide file server and printer access.  I don't
think they still sell it, but there are probably third-party
alternatives.
