Convert Apple IIc files to MS-DOS files

I have a faculty member who uses an Apple IIc with Apple Works at 
home.  He would like to take documents created on his Apple and 
convert then save the files to a MS-DOS formatted diskette.

What would be the best way to accomplish this?  Would it be easier 
and less expensive to purchase a modem and transfer the files over 
phone lines?
