Broken modem?

    I recieved a modem (no manual, no connectors) and am not sure
if it's broken, incompatible with my machine, or just not setup
correctly.
    The modem is a Datacomm - 212AHC; CTS Corporation;
model 212ACTSSMO6.
    Is anyone familar with this unit?  I'm using an Apple2e with
SSC (super serial card) for testing.  It's an external unit with
standard rs232 connector.  So far I've tried swapping it with my
2400bps modem and couldn't get an indication that the modem was
recieving.  Three of it's seven status LEDs came on at powerup
and stayed on (PW, TR, HS).
    I'm guessing that I just don't have it set up correctly.  I
have no settings for it (I don't even know what baud it runs at).
    Any assistance appreciated.
