SSC Chip Troubles, HELP!

Hi all:

I am trying to diagnose a problem I am having with my apple Super
Serial Card. 3 Mnonths ago I got nailed by a lightning spike via the
phone lines oconnected to my IIe. My 2400 Baud Supra got fried right off
and has since been sent back and been repaired under their wonderful 5 year
warrnty. Less fortunate however was my SSC in slot #2. When I power up
the IIe with the board installed all it does is flash the Drive LEDs.
I then started pulling ICs. When I pulled the MC1488 and MC1489
TTL to RS-232 line driver chips the flashing stopped. I replaced
both chips with their radio shack purchased Equivs. Now the achine will
work and boot properly. But none of my comm programs can find or
initialize the modem. My next step was to enter the SCC terminal
program. Theme program and commands all appear to be available
from the keyboard so I assume that the card's ROM IC is intact.
When I enter terminal mode nothing is transmitted to the modem.
A simple AT does not retrun an "ok" response from the modem. I
know the cable is good. Modem works, I have two to use.

Has anyone experienced this before? I have tried to locate a 6551
communications chip, but no one seems to have a listing for it except
JEM who list a 6551 and a 6551a. I am not sure either of these
chip would work. Their are 6 other non-socketed ICs on the board
which I have no Idea what they do. Any suggestons would be
appreciated. Sorry for such a long post.
