There is a JPEG viewer called JPEG.Prerelease that should be on caltech. It doesn't require a shell, and is pretty good, even though it doesn't do color. It converts the image onscreen in a little window and then enlarges it to full size in a normal window that you can resize any size you want, with scroll bars and the worx.
