Since when?  I bought HyperCard IIgs 1.0 when it first came out.
HyperMover wasn't released until much later.  It wasn't part of the
HyperCard IIgs 1.1 distribution on the System 6 Golden Master CD-ROM
(it was elsewhere on the disk), and wasn't included in a friend's copy
of HyperCard IIgs 1.1 when he upgraded from 1.0 (by disk).

Since it is available on AOL and (presumably) GEnie, it is probably
classified the same as HyperCard itself, i.e. licensable system
software.  It is a separate product from HyperCard IIgs, though.
