Not true.

If you're talking about booting ProDOS-8 or GS/OS, then you can either
boot from a ProDOS device or from an AppleShare File Server.  (This
requires the full AppleShare software, and cannot be done with
Macintosh System 7's Personal File Sharing.)

Obviously the IIgs can boot other operating systems (DOS 3.3, Pascal,
CP/M) from non-ProDOS disks.  :-)
