All peripherals and computers with the Mini-Din-8 plug have the same
pinout, so a peripheral-8 cable will swap the data and flow control
lines.  (In effect, this is a null modem cable.)

I gather the switch box uses Mini-Din-8 connectors on at least one
side.  It sounds like you need a straight-through cable from the
switch box to the modem.
