Underloaded power supply?

A friend of mine has had an older IIgs power supply go bad, and he seems to
recall hearing once that some Apple power supplies had a problem with being
underloaded.  It was his understanding that Apple had recalled those power
supplies and was replacing them with new ones.  Can anyone confirm this?  Is
the recall still available?  If so, how can he tell whether his power supply
qualifies for it?  The model number is 699-0126 and the serial number is
*I82841A1262*.  Thanks!
