Help repairing misbehaving IIc

My sister has an Apple II/c which exhibits the following behavior:
1. A couple of funny extra pixels are permanently turned on on the display
2. The floppy drive (internal) will start booting from a floppy but then just
sits there. If I try to boot the System Utilities floppy, it just spins and
spins and nothing ever happens.
I tried:
1. connecting the external drive to the internal drive port and got the same behavior.
2. cleaning the floppy drive.
Are there sources for replacement logic boards?
Is this ROM upgrade a free way to get a new logic board?
I'm not an Apple II person (although computer literate) so please bear
