	This is occurs whenever the 'OPTION key is held-down at startup, or
in this cause, when the GS _thinks_ it is! I had this problem a number of
years back and soon discovered it wasn't a problem with the ADB-keyboard or 
joystick connected (since removing both didn't solve the problem at hand).
It seems the problem orginated when I hooked up an old 16-pin Apple ][+
joystick to the GS's internal joystick/paddle connector. The joystick had
a metal housing shell and (just as it did to my II+ before) picked up static
charges and sent them to the motherboard -- thus zapping chips. On my 
Apple ][+ it would frequently damage one of the 74xxx chips near the game
I/O port, causing button #1 to act dead. On the GS side (yes, I know, why
didn't I throw this joystick out! :), it seemed to short out the same
button #1 (in this case the 'Option' key) and made the GS think it was
constantly being held down.

	My guess is one of the controller chips (not sure which) is damaged
on your GS and you'd need to replace it. In my case, a motherboard swap
resolved the problem. Have you ever connected any kinds of devices to
the game I/O connector (little white socket on IIgs motherboard) or perhaps
plugged anything in that could have sent large amounts of static-electricity
to run over/in the motherboard?
