The ][ europlus is essentially the same as the ][+ with 50 Hz video.

I can't tell this for sure on the europlus, but as it seems you have
the machine connected to a monochrome monitor, you could check it by painting
vertically adjacent hires areas with hcolors of 1 and 5, for example.
If you have the full color set, you should see a shift of half a pixel of the
color pattern.

I'm sure it has a reset key just above the return key. If it doesn't work,
try ctrl-reset.

If the top row is empty, you probably have only 32K of RAM. Try to populate
the sockets with 4116 chips (to get a 48K machine) and look out for a
language card (to get a 64K machine).

This is a video modulator. Connect your TV to it.
