Not if you ask me. I used 2.1 and I thought it was icky and 3.0 blew it away.
3.1 fixed several of 3.0 annoying problems. Plus you need to stay current to
use current hardware e.g. high speed modems and networks. So you're stuck in
the past if you don't update.
