It is quite definitely there.  I just checked my System 6.0 and 6.0.1
master disks.  The "General" CDEV is on the "Install" disk in both
cases.  Its full pathname is

:Install:System:CDevs:General

If you are talking about the standard 800k 3.5" disk version of System
6 or 6.0.1 (called "System.Disk"), then you are right - it isn't
included on that disk, because there isn't enough space for it.

If you don't have the full six-disk set of System 6.0.1 disks, then
get them!  There are lots of files which are missing from the standard
single-disk system disk.  You may eventually need these files.

They are available at ftp.apple.com, or from Resource Central (and a
few other sources).

If you install System 6.0 or 6.0.1 onto a hard drive or 1.44MB floppy,
the General CDEV will be installed for you.
