   The General Control Panel (CDev to the hacker types among whom old
cool names die hard) definitely is a part of the System, from System 5.0
on. If it's not on your disks (look in the controls folder inside the
system folder on the disks Install, System Tools1, and System Tools2
(I would think it's on Install, if not then Tools 1, and almost certainly
not on Tools 2, but those are the places to look)), your disks are
a little nonstandard. A standard install of the system should place the
General CDev in the graphical control panel.
