Maybe you shouldn't keep it in "cold storage".  :)
 
First remove the bottom plate and remove the belt.  Spin the flywheel and
the spindle.  They should spin freely.  I use a tiny bit of TriFlow if
needed.  It leaves a residue of Teflon micro-balloons.  Make sure the
belt is not slipping on the drive motor pully.
 
On the small circuit board at the rear, near the right rear corner you will
see a rectangular pot with a small screw.  On the one I'm looking at it is
blue.  I think some are white.  Use Copy II+ or something to show the speed
as you adjust it.
