In short, no.  The only 3.5" drive supported by the IIc is the UniDisk 3.5.

The Apple IIc+ does support the Apple 3.5 drive.

On the IIgs, the Apple 3.5 drive is about twice as fast as a UniDisk
3.5.  The difference is probably not as noticeable on the IIe or IIc+.
