Sounds like you have the CD-ROMs SCSI ID higher than the HD. Try making
the SCSI for your boot device '7'.
The FAQ says that the SCSI card ties to boot the highest numbered device.
If it can't then I guess it passes control back to the boot ROM to try the
next slot.
