As has been said, you seem to be lacking termination power, probably
because of a blown fuse. I (actually, my Dad) blew a fuse recently.
Quantum told me this would conclusively show the fuse was blown:
  disconnect ribbon cable from drive. Turn on power - drive should spin
up. Connect ribbon, but dont have anything connected to the D shaped 
connector on the outside of the case. Now, if you turn it on, the drive should
not even spin up.
