You got it right in the header, "GNO/ME" :-)

GNO/ME is a multitasking system similar to UNIX in many ways.  Without going
into details, it allows preemptive multitasking of many text (shell) utilities
and lots of more cool things.

There is a newsgroup dedicated to GNO/ME, comp.sys.apple2.gno.  You can check
there for more detailed information.
