The 6.0.1 release notes say:
 
Knowledge of what filetypes can be Inactive is no longer in
the Finder.  It comes from the Filetype Descriptor files
instead.  Flag bit 0 in an index entry for an any-auxtype
entry means files of that type can be inactive.
 
Finder now uses Filetype Descriptor files even if some of
flag bits 0..7 are set.
