What _is_ this facination with Binary II?  I absolutely _do not_ want the
files in BII format, because rz/sz and ftp (not yet, but very soon now)
will not remove the BII header automatically.  Not only that, but it's
a pain in the butt to get nulib on UNIX to recognize such a file -- you
have to extract it twice.

Personally, I think it'd be just swell to have everything in binscii format,
as that preserves all the information just dandy.  The 33% expansion ratio
does hurt a wee bit, but I don't think that will be an issue for a long time.
And perhaps we can see Binscii II instead, which would only bloat the data
by 25%.

In fact, this might be a good time to start using Binscii II instead of
Binscii, if Todd & co. can finally release it.  Might be good incentive :)
