Well, as the accelerator boards and chips have proven, the GS could have
been allowed to run at 10 Mhz, 16 Mhz, or even higher. However, all I/O on
the GS has been designed to run at 1 Mhz, so as to be compatible with
previous Apple // models. This was a delibrate design decision, though an
unfortunate one. It would have been nice if the I/O (or some of it) could
have been designed to run at higher speeds--the super hires screen would have
benefitted from that, for instance. But alas, it was never to be.

Presumably it's still on the cards, but yet to be released. I could be
wrong, though.
