Lord High Giffer and GIFView both work fairly well for this
purpose...you see a 320x200 window of the picture and use the mouse to
drag the image around.  GIFView also lets you shrink the image size so
that you can get more of it on-screen...its shrinking algorithm tends
to darken the image as you shrink it, though.
