 .shk means the file is a NuFx archive.  Since you have a IIe you need
a program called "shrinkit" to unarchive the file.  shrinkit is
available on cco.caltech.edu but, it is a .bsc or binscii'ed file.  So,
you need to get a binscii decoder.  This is also available on
cco.caltech.edu.  The files you need are binscii.exe and binscii.txt.
Both are in the /pub/apple2 directory and both are ascii files.
Anyway, the .txt file will explain how to get the .exe file running on
your machine.  So, once you have binSCII running you can decode
shrinkit.bsc and then use shrinkit to unpack your .shk comm programs.
BTW, .bsc files are ascii and .shk files are binary.  So, be sure to
download them appropriately.  Tip: on other sites you may run into
.bsq files which are binscii'ed NuFx files.  Also, the files posted to
comp.binaries.apple2 are basically always in a .bsq format.
