Oh, not much.  Just the motherboard.  :-)

The IIgs "Fast Processor Interface" is designed to run at 2.8 MHz.  No
more, no less.  It is carefully designed to interface between the
"fast" and "slow" parts of the system, and probably makes all sorts of
assumptions its logic about the relationship between the fast and slow
cycle times (and synchronization between them).

The "slow" side of the system (including the Mega II, Video Graphics
Controller, slots and all other I/O) is designed to run at 1.023 MHz.
Changing this would stop all your video and I/O from working.
