Simple. GS/OS (and SynthLab) are copyrighted files which may only be
distributed by licensed organizations. You don't have a license and neither
does Caltech, so you can't upload it there.
Not to mention how much disk space it would take up on cco.caltech.edu, which
doesn't allocate a lot of disk space for A2 files.
