You mean MicroSoft Windows (YUCK!) or a GUI (Graphical User Interface)?
There are some programs (MousePaint, Dazzle Draw, etc. in graphics mode;
ProTerm does it using the text screen) that use pull-down menus et al.

There is no way now to run MS Windows on a //e (why the heck would you
WANT to? :^).
