I believe that with v.32bis modems you set it for the highest possible 
"throughput" that it will support which is 57kbps.  The other modem that
you connect to must also support v.32bis for this to be effective.  PT3.1
should automatically adjust the bps rate to the highest that BOTH modems
will support regardless of what your personal bps settings are.

Are you using a hardware handshaking cable?  Is the modem init string
properly set?  Do you have an accelerator?

I beleive that this settings are only for ASCII sends and doesn't affect
normal operations.  Correct me if I'm wrong...
