micromodem II and microcoupler

Can the hayes micromodem II be used directly on the phone lines without
using the microcoupler?  This is the old 300 baud internal modem for the 
apple ][ series.  The phone company was very concerned about 
computers being attached to phone lines back then, was the
microcoupler just a isolation box to placate AT&T?  If the
microcoupler is not needed, anybody know the correct wiring to
a modular plug?  If I need the microcoupler, anybody have
one for sale (cheap)?  Thanks.
