[sorry jim, this isn't an answer to your question but rather 
 an extension to it...]

I'd like to know if there is a program on MS-DOS machines
that can read,write,format 3.5" disks with the Prodos file system.
In fact, why should we buy extra Apple II hardware (disk-drives)
to read MS-DOS file-systems when the PC is able to write to
Apple disks directly ? Just leave the problem to the PC's !!!
Perhaps the physical differences between the Apple and MS-DOS
drives is such that this 'cross-format' is just impossible...

Then what about SCSI hard disks ?
I have a SyQuest SCSI drive with removable harddisk Cartridges.
I use the SyQuest on my Apple IIgs and on my PC which is equipped
with an SCSI card. I have actually one Cartridge for Prodos and anotherone
for MSDOS. If system 6 is able to deal with MSDOS devices via 
FST I could install the MSDOS File System on all my Cartridges
an I could use them for both Computers IIgs and PC. 
If the PC could read the Prodos File System, it would also be
possible to use all my Cartridges under Prodos. 
Knowing that I transfer a lot of stuff from the PC to the IIgs
(over the serial ports actually, rather slow !),
what would be the best choice then ?
