I had a look at the pictures at that site.http://www.applefritter.com/
node/24372
The motherboard appears to include the function of a Z80 card & 64KB
ram.

The fact that the computer doesn't appear to turn on without the drive
controller card installed makes me think that there is an issue with
the power supply.
The disk controller card is missing 2 parts 74LS174 & 74LS259 (9334)
and should not be installed until the issue with being turned on is
resolved.

Do you have access to a multimeter, logic probe?
