I can answer the first two of your questions:

1) Raster Blaster is indeed freeware. Pinball Construction Set is not; it is
currently being sold by Big Red Computer Club for not very much. Maybe $10
or $15.

2) Bill Budge is currently involved with the Sega Genesis, and is creating
an all new super duper Pinball COnstruction Set for it.

And, now for a little tidbit. Bill Budge was 'seeded' with one of the very
first Macintosh computers, long before it was released in 1984. That
computer came with a built in 5.25" disk drive.
