Pretty simple to understand. A file system and an operating system are
different things. For example, I can name four different operating systems
which use the ProDOS file system: ProDOS 8, GS/OS, ProDOS 16, and SOS. For
that matter I can name two operating systems that use HFS: GS/OS and the Mac's
OS.
