Before the confusion overwhelms all of us, here are the facts:

- On boot disks for 8-Bit Apple IIs PRODOS is the file that contains the
  operating system
- On GS boot disks the file ProDOS is a small program which loads
the GS operating system (contained in many different files) into
  memory
- Since the days of FST (file system translators) Prodos is also
the name of the file system
- The file PRODOS on a 8-bit Apple II boot disk is the same as the
file P8 in the System folder of a GS boot disk.

Any more questions?... ;)
