EA -- Cartooners sound file format followup

Thanks to those who responded to the EA--Cartooners sound/music
file format question. Further to a suggestion, I looked at the
beginning of a sound file, in this case "Boing", in the MUSIC
directory:

FORM 0SMUSSHDR = IRev BIAS INS1
 BOING INS1 BOING INS1 BOING INS1 BOING
NAME boing (c) Public Domain TRAK %

This file is only 1 block long. There is also a BOING file in
the INSTRUMENTS directory; its
beginning looks like:

FORM tASIFNAME BOING WAVE BOING

This file is 18 blocks long. Looks like an ASIF file; but both
files, the MUSIC directory
"boing" file and the INSTRUMENT directory "boing.ins1" file are
needed to create a sound or music (from within Cartooners).

So, does anyone recognize the MUSIC/Boing file header? Are
there any music or sound programs out there that will manipulate
these files? Any info is appreciated.
