You need 
- a SCSI card. Either a Apple SCSI card or a RamFAST SCSI. (Huh, I don't know if
RamFAST card work with the IIe. Maybe, you need a RamFAST version 2.x)
- an SCSI system cable for connecting the HD with the SCSI card.
- installation software for formatting and making partitions. It's included with 
a Apple SCSI card and probably with a RamFAST, too.
