This is one of those areas where "ROM 3" is an inaccurate nomenclature. It is
still better than Apple's "1 MB IIGS."
 
Anyway, the ROM 3 is supposed to have slightly better sound circuitry in that
it is better isolated on the motherboard to avoid noise/interference.

I have heard buzzing. You mention "selecting with the mouse" Buzzing I have
heard is worst when the button is held down and at command line prompts - tight
loops, but I think the MenuSelect loop (holding mouse down in menubar) is not
all that tight. The buzzing is apparently from the power supply. I haven't
heard it lately, perhaps because my Zip is broken and not in use.
