It looks like the Launcher got a file-not-found error ($0046) while trying
to start up the tools.  Maybe you're missing a TOOLxxx file from your
Tools folder.  Or maybe you have no Fonts folder in your System folder (that
will make the Font Manager return error $0046 from its startup call).
