your best bet is to simply buy the package from Morgan Davis (various
mail-order houses carry it).. Modemworks (now up to 3.0) contains 
commands to do most (ifnot all) of what you want in your software.
(for instance, MW can dial out.. it recognizes the modem response codes
and can act on them - so it would know if the attempt to connect was
successful, the phone wans't answered, or if the line was busy)
