Ok.  Could be stickyness (i.e. The Pepsi Syndrome), or could be rust
(since you mentioned the environment was damp).

Well, unfortunately, it sounds like keycaps are the least of your
worries at this point.  There may be rust or other goo inside the key
switches themselves.  If many of them are making contact because
they're "pressed," maybe the /// can't recognize others when they come
in.  So, working them all so they can at least return to the top
position might allow you to test keys one at a time to see if any of
them are working, even if you have to manually push and pull them.
