You mean the DSK image in the "board" dir, right?
Are you running that under emulation or on a real II?

If you just want to run it on an emulator, there is
another version in the strategy dir which is a NIB:
ftp://ftp.apple.asimov.net/pub/apple_II/images/games/strategy/risk.zip
