Yes there is, and those sites have software that the developer or rights owner has released. ProTERM is still sold, I agree that the site has problems, you might try the phone number listed, it is in Phoenix, Az, the Fax number listed seems to be in the San Francisco area.
There are also sites that have software that are Pirated, but for one reason or another the owners have taken no action. I found a site located in Eastern Europe had stuff some it, at the time I owned GBBS, it took me a year to get it removed and the site closed.
