Yes, there are SCART RGB-YUV adapters.. the Keene Aptus, for one.

I still have the pics I took though I'm not sure the links in that
thread will any more.
As I wrote earlier, the end results depend on what kind of filtering
your monitor does on its YUV inputs. In that earlier test, my
Samdung 192MP's YUV inputs are high bandwidth component ins, thus as
M. Mahon helped me figure out back then, we got perfect results for
all but the 640x200 mode.. which resulted in lots of aliasing bars.
In a later test using a Samdung 910MP w/ SCART RGB input, I obtained
great results.. little to no discernable banding. What's the
difference? Well, SCART RGB is much lower bandwidth than Component/
YUV... so I presume the 910MP filtered its RGB input accordingly.. to
a max of 8mhz or so.
Using high bandwidth YUV inputs require the addition of an external
bandpass filter, or bandwidth limiter, if the monitor will not provide
this itself.
