Rarely. I mostly skip through sequences that are repetitive and that
I have already seen often enough. For example, I was rewatching Babylon 5
some time ago, and after having seen the opening with "It was the Dawn of
the Age..." completely for four times or so, I actually fast-forwarded
through it. Horrible, isn't it? Of course it would be much better
if you were forced to watch it every time.

Like the preface, or the index. I've also occasionally caught myself
skipping pages in the phone directory.

Oh, yes. When practicing for the choir I sing in, I found it quite
helpful to fast-forward to places where the part I had to sing was
difficult, and I'd like to list to it. I even did a fast-rewind to
listen to that same part multiple times.

Then I guess it's high time to start a petition to disable all
fast-forward and -rewind buttons in VCRs, CD players, and DVD
players. Oh yes, and this horrible habit of providing "chapters" on a
DVD should also go. After all, the director, writer, musician or game
designer would want us to experience the whole piece from begin to
end, wouldn't he? And while we're at it, why not some mandatory
advertisement you cannot disable?
