The only real exception may have been Non-NTSC Apple's
with RGB-videocards but they were even more scarce.

I have a PAL IIe connected via composite and it doesn't
shake or is unstable at all. Maybe the TV plays a heavy
part in this, too.
The colors look a bit different, but I think this is no major
problem. Actually it produces a pretty "clean" picture on
my TV set and doesn't even have color fringing in the text
lines in mixed mode. A big advantage in my book.
However, the whole picture is squashed like with pretty much
all other computers of the time - nobody really used the PAL
picture height before the PAL Amigas or well localized game
consoles came out. Using US software with a PAL machine
introduces new problems, though.
Therefore, IMHO, an NTSC board is indeed the best solution.
