That's exactly how SourceForge and Berlios (to name a couple) work.  If you 
give Sean a link to your project hosting site, you get all those things.  It's 
cost-free and easy to set up a project on one of the open source project 
providers.  And, if you're closed source... well, you're probably in the wrong 
market. ;-)
